Report Title: 2016 Taiwan-France Technical Cooperation Training Program
Organizing Agency: International Cooperation Department, Ministry of Economic Affairs
Co-organizing Unit: Dee Harn Environmental Enterprise
Destination: Paris, France
Travel Period: May 22, 2016 to June 3, 2016
Classification/Category: D8 / Chemical and Environmental Sciences
Visit Background and Purpose
The goal of this Taiwan-France technical cooperation training program was to facilitate an exchange between Taiwan’s Water Utility Division and Dee Harn Environmental Enterprise with research centers and academic institutions in France. The focus was on technical discussions around topics including tap water pipeline configuration, disinfection equipment, sludge treatment, microbial treatment methods, PPC chemical agents, mineral additives, and end-of-line water purification. This visit also aimed to explore potential collaborations to enhance water treatment technology standards.

Research Centers Visited
The visited locations included the renowned ANNET-SUR-OISE and MAISONS-LAFFITTE research centers in France, which collaborate with globally recognized academic institutions and companies, applying their technologies to water and wastewater treatment facilities worldwide.
Technical Exchange and Discussion
Taiwan’s water quality standards, such as nitrate nitrogen and hardness, are more stringent than those in France. During discussions with French academic institutions, both sides explored testing methods for biological and radiological indicators in depth, with hopes of improving water quality management through technical cooperation.
One of the key highlights of the trip was the strong interest shown by French authorities in Taiwan’s technologies used in water systems, particularly the PPC Power Wastewater Purification Agent and YUE-LIN Water Quality Enhancer. These patented products have shown significant success in Taiwan’s tap water systems, and the French side expressed interest in further academic research and practical application of these technologies.

Technical Application Effectiveness
In this cooperation, the PPC Power Wastewater Purification Agent and YUE-LIN Water Quality Enhancer demonstrated outstanding results, particularly in reducing turbidity, color, algae, and arsenic, achieving removal rates of over 98%. These technologies not only improved water clarity but also provided long-term pollutant reduction, showcasing high technological capability.

Summary
This Taiwan-France technical cooperation training program strengthened collaboration between Taiwan and France in water treatment technology and promoted future joint research. Through this exchange, the combination of Taiwan’s technical standards and France’s practical applications has laid a solid foundation for the advancement of global water treatment technology.
